Creating linux/util_macros.h, it got used lol

Create pm_runtime_resume_and_get function, because it was used by new versions of amdgpu. The conversation was a bit funny ngl.

Create dma_umap_page_attrs, new amdgpu drivers started using it! Time to add it!!!
