Code of Conduct Amendments for S18 Election, Summary

There are a couple amendments to the Constitution and Code of Conduct. The amendments came from discussion last term (Winter 2018) and are inspired from past experience handling CoC complaints and making sure that complaints are handled as efficiently as possible.

Also, Secretary was not well-defined and ended up helping the VP a lot anyway. So now Secretary is Assistant VP.

Ideally, there is a real simple summary of the Code of Conduct so that anyone who wants to submit a complaint doesn't have to read the CoC themselves.

Roughly speaking, amendments can be summed up into:

• The secretary was renamed to assistant VP and has defined responsibilities
• The office manager can now handles CoC complaints just like the sysadmin,
• Globally, "handling officer" was changed to "handling committee", so now the handling officer is only responsible for hearing the initial complaint and making a committee and has not other special responsibilities,
• Expanded unacceptable behaviour to include what policy 33 already says
• Clarified that the resolution shouldn't go beyond what the complainant is ok with, to the best of our ability
• Renamed "Consequences of Unacceptable Behaviour" to "Complaint Resolution"
• Added "should be resolved within a week," to put an expected but not hard time limit on the process
